It certainly takes the most time and effort to get right. One can improvise special music, but very rarely can someone improvise special lyrics.

And usually songwriters are musicians who wanted to write their own music, not necessarily poets who wanted to put their poems to music. 

So this usually results in songwriters being people more talented or at least more skilled at writing music than they are skilled at writing lyrics- at least at first. And it doesn't have to stay that way.
